Many thanks for your letter of the 10th of September about the possibility of Cable and Wireless Limited acquiring an interest in the Hong Kong Telephone Company.
You will have seen from my letter of the 11th September to Innes that Cable and Wireless Limited have already approached us in the matter and that we have suggested that if they decide to pursue the question, they should approach the Governor in Hong Kong on the subject. We see no prima facie objection to Cable and Wireless Limited acquiring an interest in the Hong Kong Company, but the action which we have taken will ensure

ephone service in Hong Kong should be brought under public ownership is of course primarily a matter for the Hong Kong Government.
